On Wednesday 20th of December, a significant planning application was lodged with An Bord Pleanála for the redevelopment of the former Blakes & Esmonde Motors site in Stillorgan (Ref: L ABP-300520-17). This application was made under the new Strategic Housing Development legislation.

THE PROPOSAL
The proposal is to build a mixed use development of student accommodation units (179 units with 576 beds) plus 103 apartments with private balconies / terraces on all elevations (24 x 1 bed units, 70 x 2 bed units & 9 x 3 bed units). The reaminder of this site will include a student gym, study spaces, communal lounges and 907 sq.m. of retail / restaurant / café / co-working space and a community sports hall (297.6 sq.m).

The proposal is for 4 buildings (1 & 2 Residential and 3 & 4 Student Accommodation) ranging in height from 9 storeys at the junction of the Lower Kilmacud Road and the N11 decreasing to 4 no. storeys at the junction of The Hill and the Lower Kilmacud Road and reducing further to 3 no. storeys at the southern boundary of the site adjoining the existing residential dwellings along The Hill.

The proposal includes the provision of public communal and private open space including a children's play area, 2 civic spaces, hard and soft landscaping, a set down area on the Lower Kilmacud Road, new road layout to The Hill plus 7 on-street car parking spaces, 143 car parking spaces (103 for residential and 40 for student accommodation) including 2 Go-Car spaces set out over 2 individual basements, 528 bicycle parking spaces (265 long stay and 106 short stay spaces for the student accommodation, 21 short stay and 103 long stay to serve the residential development and 26 short stay and 7 long stay to serve the retail / café / restaurant/ co-working space), a revised boundary treatment, 2 ESB substations & switch rooms, fascia signage associated with the retail / café / restaurant / co-working space developments..

Your submission/observation must be received by An Bord Pleanála before 5:30pm on Thursday 1st February, 2018 enclosing a fee of €20 (cash not accepted). The fee may vary for certain prescribed bodies). A decision is then expected within 16 weeks, approximately 19th April, 2018.

Please note that An Bord Pleanála may attach to a grant of permission such conditions as it considers appropriate. A person may question the validity of a decision of An Bord Pleanála by way of an application for judicial review, under Order 84 of the Rules of the Superior Courts (S.I. No. 15 of 1986), in accordance with sections 50 and 50A of the Planning and Development Act 2000 (No. 30 of 2000), as amended.
